That is a good question. The Bible talks about how Satan talked with God about Job. God is omnipresent and evil abounds everywhere. There is no clear answer to this question. It’s one of those scenarios where we have to take the Bible at face value by faith without fully comprehending. Such things like Gods sovereignty and man’s freewill or the Trinity are other examples where faith is necessary. There will always be unanswered questions on this earth.
